At the end of the day, the new teams are going to have a good handful of players to choose from who are active, as well as 1-2 super active GMs taken from existing teams. I think having expansion teams spend a season or two at the top of the waiver order while the other existing teams stay in their own waiver order would be the best way of balancing things though. Give them first dibs to fill any holes they have early on and then back to normal in S3. The 6 existing teams can basically have their leftovers for new recruits. We want the expansion teams to be kinda bad starting out, otherwise it isn't realistic. It's only realistic if it takes them a few seasons and in my opinion that is what makes expansions exciting. How will these new teams choose to build? It's going to be unique and ultimately they're going to end up being better than some of the inaugural teams but will take time unless we screw something up and make them too good/too bad.

The addition of expansion teams should increase the frequency of trades and the free agency coming up for most players after S3 will be a good shake up. I think spending a couple seasons toward the bottom and then making the right choices at the right time is the process we need the expansion teams to take. By S3 or S4 we might have 2-4 more teams and things will be VERY interesting for free agency.
