I'm not sure if that was the case in S1, but all DCs were certainly visible to other GMs since at least I've become a DSFL GM back in the middle of S3.

Edit - wait, you are head office aren't you? If not, I would check your permissions but I don't have admin CP anymore. In the past though GMs could only see their own.

In DSFL yes, not in NSFL. This was because DSFL was always more about learning than NSFL.

Maybe the decision was meant to be for DSFL only but it got changed for both. I think we've been able to see it ever since about halfway through S3
