Currently I think each team has a few inactive players, who currently start every week because they have better-than-replacement TPE scores.

If the new teams draft happens, teams will not be able to protect all their players, so who would they naturally let go? Inactive players. Imagine you are forming a new team in the league, and 75% of all players you drafted were just inactives, your team's locker room is dead, and the team never improves.

Ownership, please plan for inactives in the expansion draft.

Most inactive players would have never updated before, meaning they should have identical TPE to bots? No?

I do agree with the planning for inactives, but how? Do we set limits on how many starters/backup players you can protect in the expansion draft?

I believe bots stats are based upon the lowest starting statistic in every archetype, merged into one character. Correct me if I am So 50 TPE players would be a giant improvement over a bot.

I realized I should offer a solution, instead of just asking ownership hack it out:
Separate players in teams into two pools, active and inactive. Give each team a set number of 'franchise' tags, a number for actives and a number for inactives.

Players known to be on vacation or inactive for set periods of time go into active pool.

Expansion draft will be set so teams can't simply protect all their actives and let inactives go to expansion teams. There will be some very solid acrive players lost to expansion teams

Lets say there are 4 inactives on the Otters. The otters protect all but (lets say) 4 number of actives, and the 4 inactives. Since there is only one new expansion team per three current teams, expansion team gets 12 active and 12 inactive players. You dont think that would be a giant buzzkill for all the new GM's?

Yeah teams will lose some good, 100+ TPE players for sure. Then there's the normal draft, too. Exapassion teams will be fine

12 active players is not a bad number to have.

Anyways, we have a good setup being discussed right now that will be announced when GMs are announced. It will give each team a fair number of actives, fear not.
