According to Section III.A.9 of the ISFL rulebook, "all TPE must be claimed before signing or re-signing a new contract of any kind." Your most recent contract was signed in April, meaning you can claim the wiki update TPE (June) but not AC #144 (February). This doesn't affect your ability to increase your Intelligence, and your TPE numbers have been adjusted to reflect this.
