Hello everyone,
The S23 DSFL Rules Summit has recently come to a close. GMs and Head Office members were encouraged to submit proposed changes to the rulebook, and those same individuals then voted on the proposed changes. With 15 eligible voters (one representative from each NSFL team, five Head Office members, one simmer, and one league owner), a proposal needed 9 "yes" votes in order to pass. The league owner opted not to vote in this summit, so only 14 votes were cast.
Below is the full list of proposed rule changes and the final voting results for each.1. Allow one (1) war room member per team to join the NSFL Management server as an intern to learn the basics to GMing.

2. Give Counting Bot his own channel in the NSFL Management server.

3. Add an Ultimini MVP Award.

4. Remove Rule V.D.2: "You Cannot be both MVP and OPotY/DPotY in any given award year."

5. Split Pro Bowl DL into DE (2) and DT (2).

6. Anyone with access to the sim file early (simmers, backup simmers, streamers, HO members, etc.) are not allowed to sim test for their team.

7. Change the rules on depth chart requirements, rewriting and clarifying the confusing language in Rule VII.C.1.

8. Eliminate Rule VII.D.h, which says: "In the DSFL, any player may play any position. For example, if you have a 4th string WR who is riding the bench, you may opt to play him at RB or TE. Players are still restricted by the attributes of their build and their respective side of the ball. The only exception to this rule is that QBs are not allowed to play any position other than QB and holder."

9. Users may only be one of either a General Manager or Head Office member--regardless of league for both--at any team.

Like @mithrandir said, this rule proposal included specific changes and a thorough line of reasoning as to why these changes would be beneficial. For simplicity's sake, I only included the main idea of the proposed rule; I can edit the post to include the full proposal if you (or anyone else) wished to see it.

"This rule technically allows manipulation of depth charts to take advantage of positional imbalances in the sim engine (such as playing a safety at linebacker). Elimination of this rule would revert the league back to the positional eligibility rules that are outlined in VII. B."
This is the argument made by @mithrandir when the proposal was first submitted.
