Unfortunately, you can't claim the 12 TPE for the Rookie Point Task until it has been graded and approved. Once your post has been edited to show that, simply link to it in a future update, and you'll be awarded the TPE at that point. Right now, however, you'll only be able to apply 7 TPE to your Speed, which will improve it to 63 [1/2].
