S29 Rules Summit Proposals - iStegosauruz - 05-13-2021

As promised here are a list of the rule proposals that will be going on the ballot this year. I expect to open up voting on Wednesday, May 18th and complete it on Sunday, May 23rd. If you have any thoughts, feelings, or concerns with any of the proposals please don't hesitate to reach out to your GM or another voting representative to express those thoughts. Media can be written about these proposals as well.

ISFL Specific Proposals:
For full disclosure, the following groups/individuals have votes on the ISFL specific ballot:

ISFL GMs

1. Separate out the 10 ISFL OL Pro Bowl spots into 2 Centers, 4 Guards and 4 Tackles.
Options:
A) Separate the Pro Bowl spots and allow bots to be selected (to make it more challenging and prestigious to win)
B) Separate the Pro Bowl spots and allow only user-controlled players to be selected
C) Keep it the way it is

Reasoning: 
Currently there are 10 slots for Offensive Linemen in the ISFL Pro Bowl. In S27, all 10 of these slots were awarded to Tackles while 0 of the slots went to Guards or Centers.

In S28, 6 of the 14 Centers, 15 of the 28 Guards and 17 of the 28 Tackles are human players. Tackles naturally receive more pancakes than Guards/Centers, so if we repeat the same selection logic, 0/21 human Centers/Guards will be selected while 10/17 human Tackles (59%) will be selected.


2. After the trade deadline, any trade involving a player may not be posted until the conclusion of the Ultimus stream. Draft picks may be traded at any time.

3. Each season, a team may designate one player who has completed their tenth season in the league to receive a veteran's minimum, allowing them to take a contract one level below what their TPE would designate as their minimum, down to the league minimum of $500K.

4. Off-season/Free Agency Rules Package:
A. After W16 stream, the legal tampering period of FA starts once the FA list is posted.
B. Players are eligible to extend throughout the tampering period as they are on the specific team. If an option is exercised on a player, they would have to fall under the NEW signing rule below.
C. The day after the Ultimus is when NEW signings are to be posted, not re-signing players for players that were on your team to end the season that just concluded.


5. All drafted players MUST be offered a contact (even an IA one). Failure to offer a contract will result in a 500k cap fine for each instance

1. Make Appeals Head a paid position, and pay them the same rate as every other league department head
Reasoning: 
Appeals is now, and has been for a while, an integral and well ingrained part of the league's operating procedures. As such, the Appeals Head should be paid just like every other league department head position

2. Repeal the regulation that states a DSFL team cannot be represented on the DSFL Draft stream/DSFL Awards stream for more than two consecutive seasons.
Reasoning: 
There is no real competitive advantage to being on the streams. Does it make players excited to play for you? Sure. But in the long run I don't think any prospect is gonna demand a trade to a different DSFL team because someone else was on the stream. (Except for WhatAmUs his voice is too hot)
This rule limits who can be on the streams. Combined with the larger number of hosts typically on streams now compared to the past (when the rule was instituted), it makes it difficult to get enough hosts. This past stream, two of the hosts were technically ineligible.

3. The Ultimus Week PT should be for 12 TPE.
Reasoning: 
You write the equivalent of 4 weekly PT's.
A weekly PT is for 3 TPE.
3 x 4 = 12

4. If a rule proposal is voted down, it cannot be added to the ballot again the following rules summit, without significant change in scope or effect of the proposal.
Reasoning: 
Voting on something that was voted down the next offseason is dumb, but the only way to kill it is to pass this rule. Real Sophie's choice this one.

5. Shorten window of award voting by 24 hours and allow those last 24 hours to be reserved for the final 3 awards, Defensive Player of the Year, Offensive Player of the Year, and Most Valuable Player.

Reasoning:
In awards committee a common phrase is repeated that they do not decide winners, only nominees. However, there is an inherent bias when seeing those nominated for positional awards also nominated for DPOTY/OPOTY/MVP. This change will prevent an inherent bias when voting and seeing a player nominated for a more prestigious award be the de facto winner of the positional award they were also nominated for. This is a common theme in the ISFL and I think this can work to prevent that bias that is often seen.

6. Change the current language of VI.B.2, "Players who hold out are only allowed to do weekly trainings and activity checks," places far too much of the burden of a holdout on the player, which is both unjust and unrealistic. Therefore, I propose we adjust the restriction, something akin to, "Players who hold out are prohibited from purchasing weekly trainings, and limited to T3 equipment until/unless they see the field in a given season. A hold out only becomes a free agent after the conclusion of the Ultimus".

7. Return Awards to the Point System.
Reasoning: 
It's easier to explain, easier to follow, and is the same as what the Heisman Trophy uses. While the runoff system may pick the truest first place winner, it places lesser value on who voters think should be second and third and as such someone who is a consensus great player may get beaten by a polarizing other player. (Also less chances for bugs in the program that haven't been caught yet.)

8. Increase the maximum amount of TPE that one can reallocate per season from 32 to 50. This would allow people to get rid of unwanted traits.
Reasoning: At present, if a user purchases a trait for their player, there is no way to change their mind and reallocate the TPE spent on it as all traits are more expensive than the 32 TPE single season limit.

9. Change submission rules and payouts for card styled submissions:

Grading scale:

1/7: $100,000
2/7: $200,000
3/7: $300,000
4/7: $500,000
5/7: $750,000
6/7: $1,000,000
7/7: $1,500,000


10. Graphics: Increase cap by 6, allowing a total of 10 card styled submissions weekly. (Includes schedules, fields, and anything the gfx team considers a card)

11. Rewrite Rule IV.E.3. as follows:
Users may claim & apply any TPE earned prior to officially announcing their retirement to said retiring player.
Replacing the following:
Users are not able to apply TPE to their retired players after announcing their retirement in the official retirement forum.

Reasoning:
This allows users to utilize all TPE earned prior to retiring while their player is still permitted to play.

S29 RP1 is one of the most important pieces of legislation in. Our. Time.

I happen to believe that Tackle, Guard, and Center are three very different positions with different responsibilities. What the Head Office and the ISFL Industrial Complex don't want you tovknow is that they should have entirely different archetypes as well. This is not the finish line, this is a start. I worry that the pancake inequality between interior and exterior linemen will begin to grow to the point that they begin to grow to the point where no interior linemen will ever make the pro bowl again.

The time has come for us to, and I don't say me I say US, to let the Head Office and GMs that we support S29 RP1 and stop this from becoming a small issue and turning into a tragedy.
