S49 Rule Summit - DarknessRising - 07-23-2024
Welcome everyone to the S49 Rule Summit Ballot. This season we had a DSFL and Universal Ballot, no ISFL ballot was present.
DSFL
The DSFL Ballot consisted of 2 proposals. The voting party was made up of 14 members (8 DSFL teams, 5 DSFL HO members and 1 league owner) and as a result of everyone voting, a proposal required 10 votes to pass (>70% of the voting party). All members voted so there are no fines to hand out.
Proposal 1 -The DSFL scouting budget shall be amended to include the following provisions:
- A scout shall receive no more than $2M each season for scouting.
- Scouts shall not be eligible to purchase a PT or OT pass.
- DSFL teams shall report their payments to DSFL HO each season. DSFL HO will conduct random audits of two teams each season to verify accurate reporting and deter abuse.
This rule shall be implemented effective immediately upon approval.

Proposal 2 - GMs will be allowed to bring in one GM intern for a maximum period of one full season.
GM interns will have no moderation perms on forums and will be unable to submit any official league documents, but will be invited to the management chat with appropriate perms for viewing all relevant channels.
GM Intern Procedure:
- A GM shall announce their intention to retire around TDL of the season before their intended retirement.
- A new GM candidate is selected, and the candidate will assume the role of GM intern following initial HO screening.
- The GM intern will be invited to the management server, with messaging perms in all GM channels aside from awards and rule proposal discussion where they will be observers only. GM interns will not be permitted to vote on awards or rule proposals.
- At the conclusion of the season, the team may nominate their GM intern to undergo the full HO approval process. They will assume the role of GM if approved.
This rule shall be implemented effective immediately upon approval.

UNIVERSAL
The Universal Ballot consisted of 1 proposal. The voting party consisted of 33 members (14 ISFL teams, 8 DSFL teams , 5 ISFL HO members, 5 DSFL HO members and 1 league owner) however with Bowl0 failing to vote, the voting party consisted of 32 members, meaning 23 votes are needed for a vote to pass. @bowl0 will be fined $4,000,000 for not voting ($2,000,000 fine, doubled for being HO).
Proposal 1 - Update Playoff Predictions to give 1 TPE for Participation
Current Playoff Predictions:
Predict the playoff game winners and get 1 TPE per correct answer.
Proposed Change:
Predict the playoff game winners and get 1 TPE per correct answer plus 1 TPE for participation.
31 Votes For - 1 Vote Against
Rule Passes
With that, DSFL Rules 1 and 2 as well as Universal Rule 1 all passes, and will all go into immediate effect.

It's definitely a cool idea, I'd love to see it extended to the ISFL as well.

Why was the second one nominated/voted on. Why would it be any different from normal predictions this just seems like people trying to get extra tpe for no reason lol

so normal predictions you can earn 0 tpe by getting them all wrong - and that's fine. these games all take place on the same day.
but playoff predictions are stacked - you choose the wrong winner in the WC round and you can't pick another winner in the CC or Ultimus rounds. and these take place over the course of 3 different days.
so probably to offset the imbalance of being unable to change your predictions based on WC results. i think a more fair version is separating WC/CC/and Ultimus predictions.
but i also won't complain about free TPE, basically ever.
