So here's the idea. NSFL teams can draft people and stash them in DSFL, but fully retain them and their rights, to be called up at a convenient time. They remain on the NSFL team's salary books for the duration of their NSFL stay. This would separate them from people who were simply in the DSFL waiting to be drafted and would allow teams to pick guys but still let them develop within the developmental league. We could put some sort of max on their allowed stay (two seasons seems like a fair idea) so that nobody could abuse the farm league concept.

This would help NSFL teams with their long term planning in terms of getting people ready to start and contribute. It would help players feel involved even if they are still working toward the big league and allow them to continue performing in games and having numbers to attach to their performance instead of being shoved into backup roles with little upside. It would help the DSFL have a nice set of players on it's rosters. It would help the league in general by giving a cushion that is currently missing in the general problem of having too many people playing this thing and not enough of that thing and no way to balance the two with nowhere to stash the outliers.

This might also come with a raising of the max cap in DSFL, or a waiving of it for those under NSFL contract. As we continue to add a dozen or more new players every season, we're going to need more space for them. This also helps with that.
