Ok so this suggestion is two part.

1. DSFL Draft after the NSFL Draft
I know, I know, backtrack on my last suggestion, but it needs to happen for part 2.

2. Let rookies declare for what season they want to be elligable for.
We have send downs, we have all that, here's where it's fun, let's say someone who isn't an Er Multi signs up today, they are 100% DSFL eligible, but what about the NSFL? They can, like college players declare early for the NSFL and be a s5 rookie as well as a s3 DSFL rookie, which will help bolster these shallow draft classes.

As the head of the recruitment team, this would definitely help. How about if a person feels they aren't ready and decides to stay in the DSFL, should this be a thing too? Maybe put a cap on how long they can wait to declare for the NSFL draft.

Yes and Yes.
If they feel underappreciated/left out by being in the DSFL, let them declare early. This may help with retention of new players. On the flip side, much like in real life, those that are more patient and stay in the DSFL get an extra year of gowth. Win-win as far as I'm concerned.

There’s a big issue of playing time. This isn’t like hockey where you can play any one of three positions on a line and be hidden on the 4th line with low minutes. In football the positions are extremely specialized and we only play starters. Teams are trying to win, so only the highest TPE players will really play

yeah I like that, so like 3 season cap, which in theory they should be at 250 by then anyways.

Which should be made abundantly clear before they declare, but some positions are so scarce they would get playing time regardless.

Yea on some teams, so if they like their chances maybe they should get the choice.
