It looks like you spent too many points to being with. You have to use the update scale when allocating the initial 50 TPE to 'level up' an attribute point:
0-50 - costs 1 TPE to go up 1 point
50-70 - costs 2 TPE to go up 1 point
70-80 - costs 5 TPE to go up 1 point
80-90 - costs 10 TPE to go up 1 point
90-100 - costs 15 TPE to go up 1 point

I think I see what's happened here. We have 2 problems:
1) The Player Builder isn't updated for runningbacks so the calculator is incorrect.
2) You can't go below the starting values from the template: http://nsfl.jcink.net/index.php?showtopic=16
You have to copy/paste and take one of the templates to begin with and then apply TPE on top of that starting build. Sorry for the confusion. We need to get that calculator updated.

Ah, okay. No worries! My fault, I didn't know that you couldn't lower stats. I'll fix the template.
