Look, I think the Noble and Gibson punishments, and the way those were handled were an abomination. I wasn't part of that HO, none of the current members of head office were, so I don't use those as "precedent" or anything.
As far as Westfield, I don't know what should be done. It will be discussed by the head office and I don't want to usurp their role or anything. I understand a mistake was made by Westfield, the Head Office and the updaters, but I'm inclined to say it wasn't all too big of a deal and we shouldn't do anything other than double check our work. I think 99% of the people missed the point of Trey's thread, which clearly was that witch hunts get us nowhere, and that the way the Hawks were treated back then is a fucking disgrace. He wasn't trying to burn Westfield down.
As far the agent drama I'm not sure what you mean in your question. DOR's announcement stated that you could be an agent if you are unaffiliated with a team and do not have a player. We did not have any discussions with ER, but we received complaints from numerous General Managers. I don't know if it crossed the line to tampering, but we decided to put an end to it before it definitively did.
I definitely picked up on the humor of the thread, but in the interest of improving upon the HO decisions of the past, the idea of rulebreaking either going completely unpunished or hammered has got to stop. Treat TPE like salary cap. Violating it carries a 50% penalty. It's as big a deal as the player makes it.
