As of right now, there is no incentive for a good player on a good team to not take a team friendly deal. In fact, the more active players have an incentive to take lower payments as articles and graphics equalize that payment.
Money is also infinitely available, which is fine. Not saying do away with that.
Instead, what I suggest are tpe-based contracts and caps. Each team has a finite tpe they can spend on players. Tpe is finite even for the most active of players. As a result players may want to go to a weaker team with more tpe to spend in contracts.
