Alrighty, there's a lot here to love and a lot here I don't. So I'm going to give a 3/5 because the effort shows but it's like everything is there, and not at the same time. As always if you do disagree with this grade, lemme know. Ok let's break it down.

I love the use the motion blur underneath it's simple subtle and gives a great sense of movement. I absolutely love the text, from the colors to the font choice. It's great. Also I love the depth that is going on form the render to the background.

Ok, so here's the issues I have. first of all, borders. Dude, remove them, you will thank me. Second the choice of blur and sharpen is great. I love to see people use them, just in general. But here's the issue, the render should be your focal point, and instead you've blurred it, opting for the text. I'd flip the blur and sharpen location. Which brings me to the lights, the blue-greens you got. set those to screen on the layer selection, it'll bring the render more out, rather than try to bury it.
