Hello everyone, rule summit time
This year only saw a ballot for the ISFL and UNIVERSAL, no DSFL rules were submitted. So here we go into the rules
ISFL
The ISFL Ballot consisted of 5 rule proposals. The voting party consisted of 23 members (14 ISFL teams, 8 ISFL HO members, 1 owner). As a result, 17 votes were required for a rule to pass (>70%).
Proposal 1 - Change VI.B.10 from
"Inactive players with 57 TPE or less are not eligible for the ISFL draft. Players fitting this criteria will instead enter free agency upon the conclusion of the ISFL draft stream for their regression class. Teams may not contact these FAs until after the draft has aired. "

Proposal 2 - Create two new variations on the Salary Adjustment (SA) clause - their names can be decided when implemented by HO & Budget team but I will propose "Upwards Adjustment" and "Downwards Adjustment":
- Upwards Adjustment: Clause that automatically adjusts a player’s salary to whatever TPE bracket they sit in, with the exception that the salary cannot decrease below the amount specified in the contract. This adjustment takes place after regression has been completed in the offseason.
- Downwards Adjustment: Clause that automatically adjusts a player’s salary to whatever TPE bracket they sit in, with the exception that the salary cannot increase above the amount specified in the contract. This adjustment takes place after regression has been completed in the offseason.

Proposal 3 - A team's submitted depth chart for each simmed game can reflect any trades that have been accepted on the forums at least 2 hours prior to that sim's depth chart deadline. If a trade is accepted less than 2 hours prior to the deadline, players involved in that trade must remain on their original teams for that day's simmed games and can only be moved for the next sim.

"For the purpose of this rule, the offseason shall be defined as the period beginning with the start of free agency and ending 48 hours prior to the depth chart deadline for Week 1 of the regular season. Additional bids may be placed in any unresolved auctions outside of this time, but no new auctions may be started."

The Universal Ballot consisted of 4 proposals. The voting party is suppose to consist of 36 members (14 ISFL teams, 8 DSFL teams, 8 ISFL HO members, 5 DSFL HO members, 1 owner). However @AK41 did not vote, meaning he will be fined $4,000,000 (fine of $2,000,000 is doubled for being in HO) and the voting party consisted of 35 members. As a result, 25 votes were required for a rule to pass (>70%).
Proposal 1 - Change IV.D.5 from:
"Once per career a player may choose to switch archetypes. If a player chooses to switch to a new archetype, they must post in their update thread that the player is officially changing archetypes. If a player chooses to switch archetypes, they or the team (from the team's salary cap) must pay $4M to make the switch. The player and team can also split the fee in some way. If a player changes archetypes they will be allowed to move 100% of their earned TPE to new attributes. No attribute may go over the maximum value allowed with the new archetype, even if it was above that point before the archetype switch."

"Once per career a player may choose to switch archetypes. If a player chooses to switch to a new archetype, they must post in their update thread that the player is officially changing archetypes. If a player chooses to switch archetypes, they or the team (from the team's salary cap) must pay $2M to make the switch. The player and team can also split the fee in some way. "There is a 2 season limit on TPE that can be claimed which includes the current season's and the previous season's claim thread. Any AC, Weekly Training, or other instant claim task completed before the previous season's claim thread is posted is invalid."

(If it passes, Infi/HO will work out if votes for yourself will discard the entire ballot for the award, or just ignore that vote)

This must be the most amount of rules passed in a single rule summit ever!! (someone please don't research this and find me to be wrong)
All five ISFL ballot proposals passed. Proposals 2 will be implemented immediately, as proposal 2 will allow for people's contracts next season to make use of this rule, compared to waiting for S43 contracts, whilst Proposal's 1, 3, 4 and 5 will be implemented next season.
For the Universal ballot, 3 proposals passed, and will all be implemented next season.
As always, any suggested rule changes or proposals can be brought up to any GM or HO member, as well as posted in the forum or discord suggestion boxes, or even as media/discussion posts as we will always monitor these areas and be made aware of their existence.
