Piggy-backing on too many posts to quote all of them, if this system were to be implemented it would absolutely, 100% need:
-Raw TPE cap (ex: 50)
-Seasons played requirement (ex: cap goes up based on the length of a player's career or you have to hit a certain length to be eligible at all, etc.)
-A high cost (ex: $1m per TPE)
I also like the ideas of having:
-A % of total TPE cap which indirectly sets a seasons played requirement in a nice, clean manner
-Having a small amount of free carryover TPE that has its own hard cap within the overall hard cap
To expand on that last point I think it'd be good because it would allow the league to incentivize certain things that are good for league health and rewarding players for doing things that may not be in their short term best interest by allowing them to invest in the future. For example, if the league wants larger contracts you could give 1 free carryover TPE for, say, every $10m in contract money earned by a player up to a cap of 5 or 10 or whatever. There's been a lot of talk about separating contract money from other types of income, well carryover TPE could serve that purpose without causing any banking-related confusion.
If the league needs more defensive linemen they could give players at that position an extra carryover TPE for every 2 seasons or something so that user could get a jump start on their following player. If the league wants more parity they could give a free carryover TPE to any player that signs a 3+ year contract with a team that had a losing record the previous 2 seasons and plays out at least 2/3 of that contract. If the league wants to reward individual in-sim success they could give out free carryover TPE from "super milestones" like setting a single-season or career record or some such. If the league is disappointed in the quality of media they could give 3 free carryover TPE each season to the writers of the 3 best articles, determined in whatever manner they deem fit.
And most importantly, the league could change these conditions based on the evolving needs of the league.
