But you didn't. The process worked the first (and so far only) time it's been used.
This is a positive sign, and I can't deny that. However, as a proof of concept, it is lacking in the sense that the appeal decision was made with information not known/considered in the original decision. It is possible that had it been available then, the original decision would have been what the appeals team proposed.
