Being new to the site they don't want to rock the boat and potentially burn bridges just for a couple million more. They also don't necessarily know the lay of the league fully so they don't want to ask for something that winds up being ridiculous. I think after a few seasons in the league people get more comfortable knowing that they can pretty much ask for whatever they want and GMs will generally be accommodating, since money translates so reliably into TPE.
That said, I've always hated being a free agent and waking up every morning with 7 new conversations and 38 highlights so I've endeavored to not ever become a free agent. It's just not a part of the league I enjoy so I'm ecstatic to hand that over to someone that does enjoy that. If there are more people like me out there that wouldn't hit free agency without having an agent to handle that I think this is a good thing for player mobility, parity, and the league in general.
I still feel like NSFL GMs mostly work with new players, though. Like if a rookie asked for a big contract, I feel like the GM would just say something like "we don't have cap space for that". And I understand your point about FA, although I've never actually been a FA.
