Bishop was more efficient and more important to his team. Varga was on a team that threw more passes (498 vs 461) for more yards (3248 vs 2794) more efficiently (6.5 YPA vs 6.1 YPA) equally consistently (53.8% vs 54%) with better results (21 TDs vs 18 TDs) and a roughly equal rating (77.3 vs 78.1). Bishop had 1.6 YPC over Varga and caught 38% of the team's yards and 50% of the team's passing TDs, whereas Varga caught 35% and 47%, respectively. He shouldn't be punished for having an awesome season on a bad team.
