So as you know, it takes a certain amount of TPE to increase an attribute by one point. For example, your Speed currently needs 10 TPE to be increased by one point. However, you can still put TPE into that attribute, even if it isn't enough to fully increase it.
When that happens, it's recommended that you note that in brackets after the attribute. So the "86 [7/10]" that you had in Speed after last week's update simply means that you had put 7 TPE into Speed, out of the 10 needed to increase it.
In terms of the sim, an 86 [7/10] is listed at 86, since the sim doesn't do fractions. So, sim wise, there's no difference between someone with 86 Speed and 86 [9/10] Speed, since they're both entered into the sim with 86 Speed. Does that make sense? I'm not always the best at explaining things.
