Not sure I understand this rule when compared to the old system of just receiving an extra protection slot as compensation for losing an expansion GM. With the number of active players per team, that would still allow expansion teams to take 2 players per team (in addition to the GM) but would allow teams to offset the cost of losing a (presumably) incredibly valuable earner/user in an expansion GM by marginally reducing the value of the next player taken from them. This system totally screws teams that only lose 1 expansion GM (presumably a likely outcome).
