If the rain, wind, or snow played a greater role in the sim, I would imagine that running backs would get more carries for their team. Defenses would also adjust accordingly, changing their schemes to prevent the run more. This result would eventually lead to more punts in the game. Overall, having different types of weather would make the sim more boring and one-dimensional.
If heat played a greater role in the sim, then endurance would play a bigger factor in determining success in the league, since players with greater endurance would be able to last longer in the heat. This might give more opportunities for backup players to compete, but since the league is stretched quite thin anyways, this would be bad for the league.
Playing in perfect weather ensures that the run game will be balanced with the passing game, as well as ensuring that players can maximize their endurance and other external factors such as weather will not have a negative effect on the players.
