There's a lot of reasons why people do it. Sometimes it's just being so competitive that you're willing to cheat to win. Sometimes they lie to themselves at the same time that they aren't really doing it and it's not cheating and they're still the best. Sometimes they just get addicted to the feeling of breaking the rules.
Maybe it started out really small. One tiny change, no big deal. But he covered his tracks perfectly and got away with it. And so he tried it again a little later, and got away with that too. Pretty soon he's doing it constantly, and becoming more obvious, and covering his tracks up less and less. I've seen things like this a lot in my job. People faking their time, logging hours they aren't working. People skimming money off the top. People stealing stuff from the company. It almost always starts out tiny and they just get more and more bold as time goes on until they're almost begging to get caught.
