I think the idea of a scale is unnecessary in general but if you're going to do it for one you have to do the other. It's simple.
Take a look at the graded graphics. If this stands, I'm going to stop doing media and just do some horrible paint graphic and submit it. I can get 2.6+ mill for it. Why would I keep doing articles in which the research takes longer than putting crap like this together?
