I have a ton of respect for anyone doing an HO job or on the sim team. Resim poses so many problems, so I get it...
The draft pick is honestly too much though. The only precedent truly being set here is "don't self report if you realize you made a mistake, or you'll actively hurt your team". There's too much talk of proper punishment vs the action. Context matters.
If a team is caught in a mess like this and they didn't bring it up themselves, losing a pick might be understandable.
But, watching a team lose a pick when they caught their own mistake and reported it... It's a rough look. Now no other GM will willingly want to correct a mistake they make.
