Basically, my interpretation - and this is why it works this way in SHL - any recreating player is not allowed to claim TPE that a brand new player would be unable to claim.
Fantasy is done at the start of the season, so if a brand new player created in the middle of the season, and at the same time another member recreated after doing fantasy, that recreating player would get a boost that the new member has absolutely no chance of getting. No new member wants to create and be immediately up against a draft class where recreates are grabbing a ton of TPE that they can't.
The free training is just to get people on their feet, 1 time use. It gives players the chance to see right away everything involved with basic TPE earning and updating, and they can do that and get an idea of it before they have to start worrying about pumping out 1000 word articles. It's not a very intuitive guide if it makes you stop for an hour in the middle to write 1000 words about a site you just signed up for. It gives them time to breathe for the rest of the first week knowing that they don't need to pump out 1000 words right away while they're still trying to figure out the site.
Recreates don't need that since they've been there before, they know how to earn TPE, they know how to update, and they know the site.
