For 1 thing, 'not really' is 2 words, not a word.
But also, this is definitely something I've learned from my time in this league. It's not just total TPE, it's where that TPE is allocated in terms of positions. As you said in a different spot, 5 WR's at 600 TPE won't perform better than 3 WR's at 1000 TPE. So yeah, a team's defense may have 2k TPE more than the next team, but if that TPE is 3 max earning safeties and 2 DE's, they likely won't perform any better than a defense with max earning LB's and CB's.
In the end, it's all up to the sim gods tho.
