On 1/17/2023 ISFL HO and DSFL HO jointly called what has been referred to as an emergency rule summit. See Rulebook Section II.D.6.
This emergency rule summit was in response to hate speech by one of our users in two affiliated sim leagues and a perceived gap in our rulebook preventing Head Office from taking immediate and permanent punitive action against the user.
The following rule was passed under Section II.D.6.:
The user's threats to continue engaging in hate speech was ultimately found to fit within the contours of the amended rule, even though his initial speech occurred before the rule was instituted. Thus, upon passage of the rule, he was swiftly and permanently banned. You can find more details here.

e. Takes place in any online or public space and; (1) would meet the requirements of this rule if it took place in an official league owned space or public facing area and (2) can reasonably be confirmed as the same person with an account in the ISFL and (3) there exists reasonable suspicion that similar offenses will occur in an ISFL space."
