This didn't quite work though, so I went backwards through the TPE tiers and assigned "floors" for each one. This way I could regulate where the actual average would fall. For example, the best time you can get in my system for the 40 yard dash (if you max SPD and AGI) is 4.13 seconds. At 90 SPD, the worst time you can get (ignoring AGI) is 4.31, and so on. AGI has a minor effect of making a time up to 0.025s quicker, or 0.075 seconds slower (I modelled for AGI below 35, but that won't affect anyone here) with 60 AGI being the point where it starts to help.
