For transparency and discussion's sake, the following are the rule proposals proposed by HO and GMs which are now being voted on. If you don't already know, the rules need to have at least 9 votes (out of 13) in order to pass, so just because they're listed here doesn't mean they're going to pass.

1) SKIP PT'S FOR PEOPLE WITH JOB TOKENS (Everybody who owns a job receives two PT tokens per season which are stackable, these may be used BEFORE/AFTER a PT/WPT)
2) Dissalow upcoming draft prospects to become GM's untill AFTER they are drafted to a team.
3) Auto retire players the following season when they regress below 50 TPE.
4) Remove RFA tag.
5) DC's and strats will become invisible to rival GM's.
6) Remove CB Blitz
7) New GMs must retain current brand for at least one *full* season before considering a rebrand (while adhering to the 7 year no relocation rule)
8) Inactive players cannot be signed to contracts longer than 1 season in length. This is to prevent the situation where an inactive comes back and is locked in to a multi-year contract that they don't want.
9) Introduce FA signing bonuses. If a FA signs a contract with a team other than the team they were last on, they receive a signing bonus. If the contract is 2 seasons long, the player receives $1m, and if the contract is at least 3 seasons long, the player receives $2m. This signing bonus does NOT count towards the signing team's cap. Rookies signing their rookie contract after being drafted also receive a signing bonus under the same guidelines. The intent of this is to provide an incentive to players to test free agency and to help give rookies a “jump start” (something that came up a few times in the suggestions PT)
10) Season to season contract amount can't vary by more than 50%.
Example: Prevents Garden like contracts where a team could dump all their available cap space on a player and then have subsequent seasons at a much lower salary. So if a player got 23M in year 1, year 2 couldn't be lower than 11.5M, and year 3 couldn't be lower than 5.75M.
11) Allow one archetype change at any point in a player's career.
Example: Instead of making them do it within 3 seasons. If a CB could become a QB at any point, a LB should be able to change to a different style of LB if they want.
12) Equipment Re-work
Have the TPE able to be applied to both stats or just one stat if one so chooses.
Example:
Cleats currently give +4 TPE in Speed and in Agility. Change them so you can go 8 TPE in agility and 0 in speed, or vice versa. Basically just 8TPE between the specific stats that can be used however.
13) At any point outside of a specified rules summit, a GM can make a proposal with other GMs. If it gains the informal approval of 6 GMs, it can then be presented for immediate full vote of the 13 voters, where it will be passed by 9 yes votes as per normal and implemented when it is best done. A proposal from the Head Office can follow the same route if it receives support from 4 HO members.
14) The playcall scenarios currently maxed at 70% will be raised to whatever amount that is not game breaking (80% ballpark)
15) Increase the pay of all Jobs not including HO. New pay scale would be as follows:
All heads will be paid $8,000,000 per season
All assistants will be paid $6,000,000 per season
NSFL Updaters will be paid $8,000,000 per season
DSFL Updaters will be paid $6,000,000 per season
Simmers and Streamers will be paid $12,000,000 per season
Sim testers will be paid $5,000,000 per season
GMs will be paid $8,000,000 per season
Pay increases by 2m for most jobs, besides GM and Head of Team positions, which are increased by 3m. This is done to facilitate new interest as job pay now is a bit more worth the effort of the job.
16) Have a concrete tiebreaker system for draft picks. This tiebreaker would go as follows: Playoff berth, Head to Head, Conference Record, Point Differential, and if the tie still exists it goes to a coinflip
17) NSFL teams can sign and bring up any NSFL free agent that is on a DSFL roster (assuming they have been drafted).
18) Move the running game slider up just a bit past the ‘a’ but not totally covering the ‘r’ in the word ‘are’ in the sentence directly above the slider. (or as close to without being gamebreaking but also raising general league YPC)
