It's actually not. Like I was telling Muford, the league has had a couple of controversies on gameplanning to lose. It started in S2 or S3 when Arizona tested playing Asipi at QB instead of DL (against Philly, and they still won). It wasn't done in the game, but I remember penalties being discussed should something like that happen. @ErMurazor you remember this?
Then, a few seasons ago, Arizona got a lot of attention for what was considered intentionally poor gameplanning to try and avoid making the playoffs. A lucky win at the end of the year made it all die down, but it is *kinda* a thing.
In S9, SJS intentionally used a poor success strat against ARI and still almost won, but by losing, they moved up in the draft.
