It has come to HO's attention that the Portland Pythons recently failed to remove three ineligible players from their team and then started those ineligible players in the DSFL preseason and Week 1 sims.
First, a quick primer on the rule in question. Section VIII.c.6 states:
This rule ensures we prioritize active players. And it incentivizes GMs to encourage regular activity from their players by allowing them to roster players who went IA within the last season. Lastly, it is in place so that teams cannot "stash" high tpe inactive players to use for many seasons on end. We want to foster an environment that promotes activity in the league and rewards those who are active. Starting ineligible players directly impedes that goal.
Here, HO warned the Portland GMs, @PugWalrus and @UptownCord, that three ineligible players were still on their roster as of 1:30pm EST on the day of the tactics deadline for the Week 1 sim. And HO instructed them to adjust their lineups from the pre-season which included the ineligible players. Although both GMs responded to the message, they did not change the tactics. We do not think these actions were malicious, but they still directly violate the rules. Thus, DSFL HO has decided to impose the following punishments on @PugWalrus and @UptownCord:
- $1M fine for the failure to remove ineligible players from their team roster.
- $1M fine for each ineligible player that played in a regular season game (3 players x 1 game each).
This comes to a total of a $4M fine for each Portland Python GM. See here and here for previous, similar rule violations. Punishments ranged from half-season's pay to $500k per instance, taking into account mitigating factors. We think $4M is fair given the warnings and the GMs' experience.
