Welcome all to the latest rounds of rule summits. This season consisted of DSFL and Universal ballots, no ISFL proposals were made.
DSFL
The DSFL Ballot consisted of 1 Proposal. The voting party consist of 15 members (8 DSFL teams, 6 DSFL HO members, 1 league owner), however only 12 votes were submitted, meaning 9 votes were needed for the rule to pass (>70% of voters). @Sebster and @domffl will be fined $4,000,000 as HO members (two times the standard $2,000,000 amount) whilst the GM's of Minnesota Grey Ducks (@Chicken Lips and @LtHudz) will each be fined $2,000,000.
Proposal 1 - Proposal to add VI.B.7b: Regarding waiver priority lists.
b. Similarly, the list of waiver priority that is given to General Managers may only be shared between members of teams' respective war rooms. This information will be treated as privileged information, and leaking this information to members outside the war room, including (but not limited to) prospects, or in public spaces (such as the forums or the various league Discords) will be considered to be, and will be punished the same way as, a draft leak.

Rule Passes
Universal
The Universal Ballot also consisted of 1 Proposal. The voting party consist of 34 users (14 ISFL teams, 8 DSFL teams, 1 league owner, 6 DSFL HO members, 5 ISFL HO members), however only 28 votes were submitted on time. 1 vote was submitted late (Slate) and will be counted in the result, meaning there was 29 votes. This causes the threshold for the rule passing to be 21 votes (>70% @slate, @Asked Madden and @domffl will be fined $4,000,000 as HO members (two times the standard $2,000,000 amount) whilst the GM's of Bondi Beach Buccaneers (@aeonsjenni and @honey), Dallas Birddogs (@Cycro and @110radio) and Tijuana Luchadores (@swoosh and @Ultimatedestroye) will each be fined $2,000,000.
Proposal 1 - Replace MOP ballot/TPE task with a Community Ballot for MVP, OPOTY, and DPOTY for ISFL and DSFL (For Full explanation/details of the rule, click here)

Rule Passes
Both rules have passed. As DSFL proposal clarifies what is thought to be the existing nature of the waiver wire information, that will be added immediately into effect and the rulebook. Furthermore, the Universal Proposal will also take effect this season, as awards don't occur until after the season and would just cause an unnecessary delay to change to this voted in system.
As always, if anyone has any rule proposal for DSFL, ISFL or Universal, they can talk to their GMs or any member in HO for help to discuss it or get it submitted onto the rules summit.
