Why did I decide to merge WR/TE positions in one article? Simply because they are often used in each other place. Some teams didn't use real TE for seasons and opted to use 4th WR (or other positions like Receiving/All-around RB, even CBs) instead as slot/flanker. Hopefully, this still makes the article readable even if there will be a lot of players and data mentioned.

S3 Trey Willie was the Top WR for S9, probably will be overtaken by S5 Carlito Crush already this season with regression being applied, who will feel the breath on his neck of S7 Howard Miller. A lot of players on this list already retired and S10 will be their last including Eric Kennedy, Bradley Westfield, Dustin Evans (won't play in S10), Robert Phelps and Mayran Jackson.
Obviously the gap is big, but actually isn't that significant if we assume team would use 3 WR and 1 TE then average TPE would be higher for Tight Ends.
Blue - Sum of TPE in that regression class, red - a number of players, yellow - average TPE in that class.
That's a lot of quality and among QBs and LBs this is the most elite position. It's in excellent shape too, even though still a lot of S1/S2/S3 talent plays the biggest role in many teams, there are worthy successors in any draft class since S5, especially S9 class looks very promising with a lot of developed talent there already.
B. Team Needs and Prospects Breakdown
Each team will receive a current grade (1-10 scale), based on average TPE of players manning the position (1 - ~50 TPE, 2 ~100 TPE, 3 ~200 TPE). Next grade - future grade - is more subjective since I also tried to estimate regression impact and current prospects in the system - 10 would mean a team has a serviceable player that could last up to 8 more seasons in that position, whole 1 means they have to draft/sign a player asap in that position. It's obviously a bit more complicated since activity also matters here and the more base TPE player currently has the longer he can fight regression.
Since it's much harder to get all players on top earning level I adjusted grades, so required averages for each grade are lower than in case of RB/QB so far.
