I assume that if a GM was given permission to talk to a player in anticipation for a trade then that player's GM reported the other GM to HO for tampering HO would tell them to fuck off, so it's odd that HO would choose to enforce ad hoc verbal agreements of indefinite time periods but not formal and public agreements of indefinite time periods. If, on the other hand, HO would rule that in that scenario the agreement was also illegitimate then holy macaroni we're off the deep end.
