The S29 ISFL Rules Summit has recently come to a close. GMs, Head Office members and Department Heads were encouraged to submit proposed changes to the rulebook and league procedure. With 21 voting members (14 teams, 5 HO members, 1 league owner, and 1 simmer), 15 votes were needed for a proposal to pass.
Below is the full list of proposed rule changes and the final voting results for each.
1. Separate out the 10 ISFL OL Pro Bowl spots into 2 Centers, 4 Guards and 4 Tackles. Options:
A) Separate the Pro Bowl spots and allow bots to be selected (to make it more challenging and prestigious to win)
B) Separate the Pro Bowl spots and allow only user-controlled players to be selected
C) Keep it the way it is
1 For A - 15 For B - 4 For C - 1 Against
Rule Option B Passes
2. After the trade deadline, any trade involving a player may not be posted until the conclusion of the Ultimus stream. Draft picks may be traded at any time.

3. Each season, a team may designate one player who has completed their tenth season in the league to receive a veteran's minimum, allowing them to take a contract one level below what their TPE would designate as their minimum, down to the league minimum of $500K.

4. Off-season/Free Agency Rules Package:
A. After W16 stream, the legal tampering period of FA starts once the FA list is posted.
B. Players are eligible to extend throughout the tampering period as they are on the specific team. If an option is exercised on a player, they would have to fall under the NEW signing rule below.
C. The day after the Ultimus is when NEW signings are to be posted, not re-signing players for players that were on your team to end the season that just concluded.

5. All drafted players MUST be offered a contact (even an IA one). Failure to offer a contract will result in a 500k cap fine for each instance

We also conducted a special rules summit addressing some issues impacting both the DSFL and ISFL. With 32 voting members (14 ISFL teams, 8 DSFL teams, 5 ISFL HO members, 3 DSFL HO members, 1 league owner, and 1 simmer), 23 votes were needed for a proposal to pass.

2. Repeal the regulation that states a DSFL team cannot be represented on the DSFL Draft stream/DSFL Awards stream for more than two consecutive seasons.

4. If a rule proposal is voted down, it cannot be added to the ballot again the following rules summit, without significant change in scope or effect of the proposal.

5. Shorten window of award voting by 24 hours and allow those last 24 hours to be reserved for the final 3 awards, Defensive Player of the Year, Offensive Player of the Year, and Most Valuable Player.

6. Change the current language of VI.B.2, "Players who hold out are only allowed to do weekly trainings and activity checks," places far too much of the burden of a holdout on the player, which is both unjust and unrealistic. Therefore, I propose we adjust the restriction, something akin to, "Players who hold out are prohibited from purchasing weekly trainings, and limited to T3 equipment until/unless they see the field in a given season. A hold out only becomes a free agent after the conclusion of the Ultimus".

8. Increase the maximum amount of TPE that one can reallocate per season from 32 to 50. This would allow people to get rid of unwanted traits.

ISFL Rules 1, 2, and 4 pass. Rules 2 and 4 will be added to the rulebook and will go into effect during the off-season. Rule 1 will be added to the rulebook and go into effect at the award committee's discretion.
Universal Rules 1, 2, 6, 8, 9, 10 and 11 pass. Rules 1, 6, 8 and 11 will be added to the rulebook and go into effect at the completion of the season OR at the discretion of Head Office. Rule 2 will be added to the rulebook and go into effect at the award committee's discretion. Rules 9 and 10 will be added to the rulebook and go into effect at the discretion of the graphics team.
