Carmel Gibson has been an enigma at the TE position. Nobody has been quite able to explain his success -- until now.
Gibson is a balanced TE:

(MAX: 25) - Arm: 1
(MAX: 80) - Intelligence: 50
(MAX: 25) - Throwing Accuracy: 1
(MAX: 60) - Tackling: 30

(MAX: 65) - Pass Blocking: 35
(MAX: 65) - Run Blocking: 35
MAX: 100) - Endurance: 65
(MAX: 25) - Kick Power: 1

From Gibson's player page (this jibes with the sim index as well):

Gibson has not done a single PT. Gibson has not done an AC or free training or anything. He has not earned 160 TPE. How did this slip through?
And what can be done about this player, who didn't earn his TPE?
Incite saw the player first, and noticed that Gibson had spent far more TPE than the 50 he gets initially. Gibson responded later that day:

Noble, commissioner and head updater, approved this faulty build! How did this happen?

Four days later (Thurs July 13), Gibson posted his erroneous build in an update thread. Not next Saturday, but the Saturday after, a post was made in the thread:
Gibson had not posted any claims, and it looked like he'd just spent his initial 160 TPE in the update thread. But why wasn't he updated on the 15th?
A little digging through the "Update assignments" thread muddies the waters. The Update team assignments were ever-changing, but each week Baller or Noble would post a check-in sort of thing. There wasn't one on the week of July 15th. However, BWestfield was already the updater for the Hawks. In addition, no one ever claimed backup Updater pay for the Hawks on July 15th.
It appears this is going nowhere.
Quick summary:

Either it completely slipped by incite, Noble, andBwestfield, or something shady is going on here. Users without a job (like Gibson) can edit their posts whenever, but they can't edit closed posts. Users with low-tier jobs (grader, updater) can edit any post, but it will leave a mark: "this post has been edited by 124715....". Higher tier jobs (GM, commish) can edit posts with out leaving a trace. So if this "shady" situation comes true, either Gibson intentionally increased his attributes, right before the thread was locked, or a GM changed it after it was locked. Knowing the GMs, this is incredibly unlikely.
Now we turn to the moderation log. Accessible by all with league jobs, it keeps a vigilant record of every moderation action performed on any topic. Searching "Carmel Gibson - TE", the name of his update thread and his player page, reveals only this:
I guess we can rule out foul play.
So how is it possible for this many people to simply...not notice the extra 110 TPE spent? In my player page, I accidentally spent an extra 2 TPE and it was called out immediately. Did Gibson sneak in and change his player page at the last moment, leaving only the updater to call him out?
Most importantly, what are we going to do about this? We've already simmed 11 games. We can't restart.
