For the S31 Universal Rules Summit, GMs, Head Office members and Department Heads were encouraged to submit proposed changes to the rulebook and league procedure. With 31 voting members (14 ISFL teams, 6 DSFL teams, 6 ISFL HO members, 3 DSFL HO members, 1 League Owner, and 1 Sim Head), 22 votes were needed for a proposal to pass (>70% of the voting pool). 2 DSFL teams and 1 Sim Head did not submit votes by the deadline.
1. Reinstate the Most Outstanding Player award. Reasoning: MOP was an award that used to be voted on by the entire ISFL community to designate who they thought was most outstanding that season. It was eventually defunct, but I believe we can successfully reinstate it with anonymous voting. It would also be a fun and engaging award for presentation on the draft stream, ideally discussing runners up etc. as well.
25 For, 6 Against. Rule passes
2. Update rule IV.E.6 from: Retiring players cannot position switch. to: After a player has retired, the user may not take any additional action on behalf of the retired player unless the retirement is retracted. This includes but is not limited to swapping positions or archetypes, claiming TPE that was awarded after the retirement, participating in new TPE opportunities, or signing a new contract.
24 For, 7 Against. Rule passes
3. Head Office members can choose to opt in to voting for awards. If they intend to do so they need to alert the events team prior to the streaming of the first ISFL playoff game.

5. Users have an option to purchase a single use PT Pass for that week. The more passes the person uses, the more expensive they become. The cost would reset after every season and cannot be used for UW or Season/Game Predictions. The cost of each pass is below. The cost is compounding as you would need 39,000,000 to get a full PT Pass.1st Pass: 2,000,000 2nd Pass: 4,000,000 3rd Pass: 8,000,000 4th Pass: 10,000,000 5th Pass: 15,000,000
16 For, 15 Against. Rule does not pass
6. If you have won the MDM in the last 5 seasons, you cannot be nominated. Once the 5 seasons are up, you can be nominated for MDM again. This only applies to ISFL MDM (so if you win DSFL MDM you can still be nominated after your ISFL draft).
14 For, 17 Against. Rule does not pass
7. Regarding the Most Dedicated Member award: each user may only win this award twice. These two awards may not come within 5 seasons of each other. For example, if a user wins MDM in S31 they cannot win again until S36. If a user does win two MDM awards, they are no longer eligible to be nominated for the award, however they will be inducted into the User Hall of Fame at the HoF induction closest following the awarding of their second MDM

8. Merge AC and WT into one task.
