It is that time of the season, where the rules proposed have been voted on and it is time to announce the results to the world. This season we brought back by request publicly announcing the rules proposed to the whole league, so let us know if that is something you really wanna keep seeing because whilst small, its a good help for transparency reflecting back on doing it again, so I see no reason why it shouldn't continue again.
Note: Once again, there was no DSFL Ballot
ISFL BALLOT
The ISFL Ballot consisted of 5 proposals. The voting party consisted of 22 members (14 GM's, 7 ISFL HO members, 1 owner), meaning 16 votes were needed for a rule to pass (greater than 70%). Everybody voted so there is no fines
Proposal 1 - Remove section IV. D. 3. from the rulebook " Position switches may only take place during the offseason"

Proposal 2 - Pre-Draft trade window
1) Beginning 24 hours before the Ultimus stream airs and ending when the draft officially starts, allow ISFL GMs to post and accept trades involving players in public league spaces. These trades take effect at the beginning of the offseason after the Ultimus stream finishes airing once approved by the budget team.
2) Add a note to the ISFL offseason calendar indicating the start of the Pre-Draft Trade Window, 24 hours prior to the Ultimus stream.

Proposal 3 - Codify & Modify IA Regression Rules
Create the following section in the rulebook between the current IV.A.7 & IV.A.8 :
For regressing inactive or retired players under contract with a team, that team's GMs may post an update on their behalf to serve as that player's regression post.
a. Any updates posted this way must tag the user.
b. If the user returns to activity and posts a new regression post prior to the regression deadline and within 48 hours of the GM's post, the user's regression post will take precedence over the GM's.
c. A regression post made by a GM on behalf of an inactive user in this way may claim any outstanding TPE the user has earned that would otherwise become void after regression. This TPE may only be added to the user's bank, and as much of this banked amount as possible must be used to offset the TPE lost to regression.

Proposal 4 - Remove rule VI.B.9 and replace it with the following:
9. The following players in each draft class are automatically entered into the ISFL draft:
a. All players with greater than 57 claimed TPE as of the final update prior to the ISFL draft.
b. Any players with 57 or less claimed TPE as of the final update prior to the ISFL draft who are not considered inactive as of the official draft start time.
10. Teams may select any player in the draft class with their picks whether or not they have been automatically entered into that draft. If a player who has not been automatically entered is selected, the team must inform HO so that they may be added to the draft sheet.
11. The draft concludes when all players who have been automatically entered into the draft have been selected. Any remaining players in the class who have not been drafted enter free agency upon the conclusion of the ISFL draft stream. Teams may not contact these free agents until after the draft has aired.

Proposal 5 - Update III.F.6 from
Teams are allowed to begin re-signing inactive players once Week 13 ends. If they fail to re-sign inactives by the start of FA, those IA players go into FA Open Bidding.

ISFL Ballot Proposal 2 and 5 along with Universal Ballot Proposal 1, 2 and 3 all passed and will be implemented into the league. Firstly, ISFL Ballot Proposal 2 and 5 will be implemented immediately. This is due to the fact that Proposal 5 is clarification on the current implementation of said rule, whilst proposal 2 would be implemented 24 hours it would normally, allowing it to be effective for this season for the benefit of all and detriment of no one. Secondly, Universal Ballot proposal 1, 2 and 3 will be implemented next season, meaning the bots this season has no rule against it, but the rules for HO and owner fines, will be implemented in the next round of user awards/rule summits respectively, as they are done within the next season.
As always, any rule suggestions, leave them on this thread, make a media and earn money from it, tell your GMS or friendly neighbourhood HO (I promise only Laser bites the rest of us are well trained...kinda) because we are always for making this league better and that goes beyond just rules as well.
