Welcome all to the S45 rule summit results!! This season had all three ballots, DSFL, ISFL and Universal.
DSFL
The DSFL Ballot consisted of two proposals. The voting party consisted of 15 members (8 DSFL teams, 6 DSFL HO members and 1 league owner. All members voted, so for a proposal to pass, 11 votes were needed (>70%).
Proposal 1 - Section VIII, B, 1, b-d
b. An active player with 57 or more TPE must start over an inactive player in packages based on their position on offense or defense.
c. Every active player with 57 or more TPE must receive playing time.
d. Every active player with 57 or more TPE must start in a minimum number of depth charts.

ISFL
The ISFL Ballot consisted of 3 proposals. The voting party was made up of 21 members (14 ISFL teams, 6 ISFL HO members and 1 league owner) and as a result of everyone voting, a proposal required 15 votes to pass (>70% and 1 more then the amount of teams is both 15)
Proposal 1 - Addendum to rule III.B.1
Current rule:
If a GM’s player is part of the relevant league’s draft class, the team must use their highest second-round pick to select the player.
Proposed addendum:
If a GM’s player is part of the relevant league's draft class, the team must use their highest second-round pick to select the player. Any ISFL GM whose player is selected in the ISFL draft using a Round 2 GM pick must remain in their GM role with the team for one/two full seasons (8/16 weeks) after they are drafted, otherwise they will forfeit their first round pick in the next occurring ISFL draft. If the team does not have a first round pick, the penalty will be calculated at the discretion of HO. Under exceptional circumstances, teams can request a HO vote for an exemption from this rule to be reviewed on a case by case basis, with a unanimous vote minus one member being required to pass.
All votes for - 16 votes for 1 season (8 weeks), 5 votes for 2 seasons (16 weeks)

UNIVERSAL
The Universal Ballot consisted of 3 proposals. The voting party consisted of 35 members (14 ISFL teams, 8 DSFL teams ,6 ISFL HO members, 6 DSFL HO members and 1 league owner) and with all votes submitted, 25 votes are needed for a rule to pass (>70%).
Proposal 1 - Addendum to rule ix.C.6 (multis)
Current rule: "No multis. If caught, all multi accounts will be deleted and their players retired. The original account will also be subject to discipline."
Proposed addendum: "No multis. If caught, all multi accounts will be deleted and their players retired and removed from the sim immediately. The original account will also be subject to discipline."

Proposal 2 - Change to rule IX.C.B.I (banned players)
Current rule:
In cases of a ban, unless otherwise specified by HO, the player associated with the user will be treated as retired. Thus, the player will be able to finish the rest of the season with the team from the point of the ban and will be unable to exercise or waive any contract options or clauses. Any pending updates and bank purchases will be processed.
Proposed change:
In cases of a ban, unless otherwise specified by HO, the player associated with the user will be treated as retired. The player will be removed from the sim immediately.

Proposal 3 - Split STOTY into Kicker/Punter of the Year and Returner of the Year.

With all ballots completed, DSFL proposals 1 and 2, ISFL proposals 1 and 2 and Universal proposals 1 and 3 all pass.
- DSFL proposal 2 and ISFL proposal 2 will go into effect next season (S46). This is due to the timing of the rule ballots passing compared to off-seaosn sim file work, being too late to implement a change in the scheduling that gets put into the file at one of the first stages of its creation
- DSFL proposal 1, ISFL proposal 1 and Universal proposals 1 and 3 will all go into immeidate effect. This is as a result of all rules being easy implementations that either assist teams with their DC building (DSFL proposal 1), close an unwanted situation occruing with GM rotation (ISFL proposal 1), a clarification in rules that are already used (Universal proposal 1) and by the time it is used, it will technically already be S46 and the next opportunity anyways for it to be used (Universal proposal 3).
As always, you can always ask your GM or someone in HO to put forth rule proposals that you may have, and feel free to discuss the rules passed and any questions about them you may have nicely in the replies.
