Welcome to the S48 Rule Ballot. This season saw all three ballots, DSFL, ISFL and Universal, occur.
DSFL
The DSFL Ballot consisted of 2 proposals. The voting party was made up of 14 members (8 DSFL teams, 5 DSFL HO members and 1 league owner) and as a result of everyone voting, a proposal required 10 votes to pass (>70% of the voting party). All members voted so there are no fines to hand out.
Proposal 1 - Let Teams trade Waiver Priority

Proposal 2 - Codify / Officially allow for rookies to use their free rookie swap on TPE reallocation by changing the current rule Rule IV.D.2. from
" Rookies may choose to switch positions or archetypes one time, free of charge from the point of creation up to the start of the Ultimus after the DSFL draft. This does not count as their one career position switch. They may reallocate 100% of their TPE in this switch with no penalty."

Rule Passes
ISFL
The ISFL Ballot consisted of 2 proposals. The voting party was made up of 22 members (14 ISFL teams, 7 ISFL HO members and 1 league owner) however New Orleands Secondline and San Jose Sabrecats failed to vote, thus reducing the voting party to 20, and the required votes to pass a rule to 14. The two teams will have a $2,000,000 cap fine for S49 for failure to vote.
Proposal 1 - Change rule III.C.3 from
" "Teams may not trade draft picks or cap space more than 2 seasons into the future. For example, in S1, a GM can trade S1, S2 or S3 picks."

"If the team in question does not possess any picks in the second round as required to select their GM player, they must use their first-round pick to make the selection. If a team possesses no first or second-round picks, the issue will be referred to HO for resolution. "

Universal
The Universal Ballot consisted of 1 proposal. The voting party consisted of 35 members (14 ISFL teams, 8 DSFL teams ,7 ISFL HO members, 5 DSFL HO members and 1 league owner) however San Jose Sabrecats and Jollyjiggs, failed to vote, thus reducing the voting party to 33, and the required votes to pass to 24. San Jose will receive a $2,000,000 cap fine towards S49, whilst Jollyjiggs will receive a $4,000,000 user fine (twice the standard two million due to being HO).
Proposal 1 - Change the Late Joiner Task Timeline and TPE Amounts from
" Currently Available Offseason Week 1; each 50 word prompt is worth 7 TPE per week"
to
" Proposed Change: Make the Late Joiner Task Available the W6 of the Prior Season (Available S47 W6 for S49 draft class, add another prompt to open it one week earlier) and offer two completion goals per prompt, the current 50 word count at 7 TPE or 150 word count for 10 TPE each instead. Also, users that create after the Offseason Task Closes will be allowed two weeks to complete said task (from time of player creation) in the Late Joiner Thread or a separate thread (up to PPT to decide). New players will not be given the ability to make up for tasks like Weekly Predictions, First Rounders, Playoffs, etc., that require correct responses."

Rule Passes
That is the S48 Rule Summit all said and done. DSFL proposal 2 passes and being a clarity/codify of an existing rule, will go into immeidiate effect. ISFL Proposal 1 and 2 both passed, and due to the nature of dealing with the draft/draft picks, will also be in immeidiate effect so its present for the next draft. Finally, Universal Proposal 1 passed, and just like the others, will immediately go into effect so the next lot of Late-joiners may benifit.
