Welcome everyone to the S51 Rules Summit Ballot. This season we had a ISFL and DSFL Ballot, no Universal ballot was present.
ISFL
The ISFL Ballot consisted of 4 proposals. The voting party was made up of 22 members (14 ISFL teams, 8 ISFL HO members) however MMFLEX, Colorado Yeti and San Jose Sabrecats failed to vote, thus reducing the voting party to 19, and the required votes to pass a rule to 14. The two teams will have a $2,000,000 cap fine for S52 for failure to vote. @MMFLEX will receive a $4,000,000 user fine (twice the standard two million due to being HO).
Proposal 1 -
Section IV, Subsection D - Position Changes
Should replace point 5 within current ruleset, with current rule 5 becoming rule 6 and so on.
When a player swap is completed, the player swapping will lose a proportional amount of positional experience based on the tier of the position they are swapping to (i.e. swapping from QB to OL would be a tier 5 swap, similar to the above mentioned rules regarding TPE banks and position swaps).
This scale is identical, in terms of severity, to the TPE penalty imposed on positional swaps, where TPE must be banked in secondary and tertiary banks. The EXP would not be banked however, but would be re-awarded to the swapping player at the completion of the season in which the swap occurred (or the seasons beyond if the swap is deemed to require multiple seasons of EXP loss).
As an example, if a player swapped from QB to OL, their positional XP would look as such:
-1st season of swap: -45% positional EXP, would gain 15% back at the end of current season
-2nd season of swap: -30% positional EXP, would gain 15% back at the end of current season
-3rd season from swap: -15% positional EXP, would be back to full positional EXP at the end of current season. "

Proposal 2 - 1) Separate the MVP ballot from the OPoY and DPoY ballots again.
The current arrangement has the OPoY and DPoY candidates combined into a pool for the MVP award rather than creating a separate list for MVP. I believe this was due to a lack of clear distinction as to how the MVP differed from the other awards. To remedy this, I propose the following clear and established definitions:
MVP - Player most critical to their team's success. Ideally the core piece from a good team, but can be a player who put a mediocre team on their back.
OPotY/DPotY - Best individual performances, regardless of team success.
This established criteria can be used to differentiate between the awards and allow for a unique list of MVP candidates separate from the PoY categories.

Proposal 3 - Separate Performance of the Year into Offensive and Defensive categories.
Currently there is a single combined Performance of the Year award. Every other category in awards voting has offensive and defensive variations. Separating Performance of the Year into offensive and defensive categories brings this award into alignment with the other awards and eliminates apples to oranges comparisons of offensive and defensive stats.

Proposal 4 - One of the primary challenges that non-GM War Room scouts face, especially in larger new create classes, is the inability to DM prospects for scouting purposes due to a lack of shared servers. As a solution, the following is proposed:
1.) ISFL GMs may designate up to 4 war room members as official scouts.
2.) Team Scouts will be provided a read-only role in the DSFL Rookie Discord for the purposes of observing prospects as well as giving them access to DM prospects during official scouting.
3.) Team Scouts will retain this role until such time that they leave their team war room, at which time their GMs will provide notice to have the role removed.

DSFL
The DSFL Ballot consisted of 1 proposal. The voting party consisted of 14 members (8 DSFL Teams, 6 DSFL HO Members) and as a result of everyone voting, a proposal required 11 votes to pass (>70% of the voting party). All members voted so there are no fines to hand out.
Proposal 1 - Change Updating GM Bots from once a week to twice a season, these updates would be 50 TPE at beginning of season and 50 TPE at midpoint of season

That is the S51 Rule Summit all said and done. ISFL Proposals 2, 3, and 4 will all go into effect immediately.
