Incentivizing people not to take minimum contracts is a very tough question, because at the end of the day the personality of the players in your league will dictate how a particular free agency period is going to operate. If you have a league that is consistently ring hunting then obviously the incentive to take lower value contracts would be there. One way you could incentivize people to not take minimum contracts though would basically be uprooting your system and making it so all players or all ISFL active players instead of being able to earn money via media spots and twitter you make that worth a set amount of TPE and lock player monetary gains behind their contracts, do people have enough money banked up to survive a few seasons to take minimums and still have enough to get max equipment. I'm sure but long term this would solve your minimum contract problem. You could combine that with the NBA bird rules and have teams able to go over the salary cap to sign their players to bigger deals and make it harder for them to stack better players without signing those players to lower contracts, which will hurt their TPE output. Make it a sacrifice in some way to sign as a talented player to a lower contract, that's what I would do anyway.
