As previously noted, the original rules were made specifically to be so restrictive that no one would want because management at the time wanted it not to exist but didn't have the spine to actually say so. I was there and witnessed it firsthand.
Most of the still existing rules are the rules that were made with that purpose in mind. Also GMs, who are wildly suffering from conflict of interest, have been allowed to vote on any potential changes and shockingly, they always easily fail. Until HO is basically told by the player base to remove GMs from the process, I can't imagine them doing so or changing anything. That said, we HAVE had numerous rule change proposals and the vast majority have come form HO members so there is that.
My personal feelings on the topic aside, this article was amazingly well written and I am entertained as fuck.
