Fact remains that some teams were more prepared for this than other teams, though, and that allowing a one season wait time before major rule changes regarding rosters are made would make them seem suspicious, as well as make the draft more interesting. 2 of Baltimore's 3 biggest threats were the most-affected teams (PHI and NOLA), and the change only happened after Baltimore wasn't benefitting as much.
The other rule about retirement position changes ALSO comes right after Baltimore has taken advantage of it. For this one, I think this had more to do with it just not having been a thing in the past, but it doesn't help.
