Welcome all to the S47 Rule Summit Results. This season saw only a DSFL Ballot
DSFL
The DSFL Ballot consisted of 3 proposals. The voting party was made up of 14 members (8 ISFL teams, 5 ISFL HO members and 1 league owner) and as a result of everyone voting, a proposal required 1 votes to pass (>70% of the voting party). All members voted so there are no fines to hand out.
Proposal 1 - Adjust Section VI, B, 9
DSFL Waiver priority following the DSFL draft starts where the draft ends, such that the team who would have had the next pick in the draft has the highest priority; unless it is an expansion season, in which case the expansion team that did not have 1OA will have the higher waiver priority.
6 Votes For - 8 Votes Against
Rule Does Not Pass
Proposal 2 - Addition to Section VIII, C, 2c (GM bots for callups):
Additionally, if an ISFL GM player of more than 100 earned TPE retires before being called up to their ISFL team, their player will also count towards the callup count for the DSFL team from which they are retiring.
9 Votes For - 5 Votes Against
Rule Does Not Pass
Proposal 3 - Give DSFL teams a "scouting" budget to pay non-GM scouts. Each team (DSFL) would get a budget of X dollars (X to be voted on) that they can pay out to their scouts every season.
Scouts would not include GMs of the team (no paying yourself). A 2m cap per person is applied
Note - A vote for 10m will count as a vote for 6m
7 Votes for 6M - 3 Votes for 10M - 4 Votes Against > Becomes 10 Votes for 6m - 4 Votes Against
Rule Passes
Proposal 3 Passes at the 6M milestone and will be put into effect immediately. DSFL HO will work with the GM's to outline any rules or regulations around the concept during the seaosn and ensure its all worked out ahead of time.
As always, if you have any rules you would like to see added, removed or changed, go to your GM or a member of HO and they can propose it for you.
