To give a more serious response, this feels very harsh for a first time punishment of a new user.
If he's posting "various distasteful remarks" then I'd much prefer that HO act proactively and step in to hand out a significantly shorter (day? week?) suspension after one offense, rather than waiting for the offenses to mount up and then handing out a much longer ban. I understand that HO punishments take time, however something like this is extremely cut and dry, and as someone who is terminally online, I know that Hugh was this annoying for at least a week before HO did anything official. While I don't condone any form of offensive statement, the sum of his infractions (that I am aware of, at least) feel significantly lighter than Agorka's, and I felt that Agorka's suspension was also far too harsh.
Instead of fostering a fun environment in rookie chat via gentle oversight, it feels like HO is more interested in banishing anyone who steps out of line. I have no problem with removing repeatedly problematic users from the league, but taking the nuclear option on a new user (who already apologized for some of his actions) just feels like HO overstepping the realistic bounds of CDL and yeeting someone because they're annoying.
