Frostbite was removed from the ballot because he had his 3 seasons on. He can always be re-nominated.
So I understand the technicality of it but it seems like the intersection of a few weird things going on with GMs (and maybe users) specifically. Frost was nominated twice while he was GM before he had completed his resume (after all the 2nd Ultimus win and GMotY close call was only this past offseason), and so votes against him on those ballots could be for reasons such as not wanting to vote for an active GM or not thinking his resume was good enough at the time. But somehow having people nominate him while he was actively a GM counts against him by getting him removed from the ballot faster, while there are probably active GMs who haven't been nominated yet but will have consideration for the full 3 seasons of post-career nominations once they step down.
I understand it's not a huge deal because he will probably be renominated anyway but I feel like this should be an opportunity for reconsideration of how the GM ballot works.
There were no rules against active GMs being eligible for the ballot, so he was put on. I don't tell the committee how to interpret whether that should qualify him or not. Regardless, he had a season this season where he was retired from GMing.
He wasn't removed from the ballot faster. All of the GMs here were nominated together and all are removed together. Active or inactive, you only get 3 seasons.
