I’m saying that the way GMs approach scouting could be improved to engage new players better. I’m saying the way things are going now is very repetitive and not fun as a first timer draftee, hearing the same speech from every team is BORING. I’d much rather a GM show some personality and actually make me want to join their team instead of me answering the same survey of questions that other GMs sent me. I hope this makes sense.

Scouting for drafts is part of the job of GMs, and the information that they need to get from you in order to make a determination on whether to draft you is the questions that you've been asked several times in your own words. Many times people will add additional questions or purposely try to word questions in different ways to break up the monotony.
I think you may be confusing free agency with the draft system. In this league, you don't get to decide where you go until after your contract is up. That is when teams will be making different pitches to try to get you to sign with them. You don't get much choice in the matter until that point. You can of course have preferences on which team you would like to go to, but it is not the GM's job to convince you to force your way to their team, and that is in fact frowned upon.
