The S34 Rule Summits have been conducted and completed. There is only an ISFL and Universal ballot as no rules were posed for voting in the DSFL ballot
ISFL BALLOT
The ISFL Ballot consisted of 1 rule proposal. The voting party consisted of 20 members (6 members of ISFL HO and 14 General Managers). The League owner did not vote. As a result, in order for the rule to pass, it needs 15 votes
1. For immediate implementation - Repeal clause (a) of Rule III.F.7, which states that teams who use a team option to make an inactive a free agent during the free agent period are given exclusive signing rights for 24 hours.

UNIVERSAL BALLOT
The Universal Ballot consisted of 4 rule proposals. With 33 voting members (22 teams, 6 ISFL HO/ 4 DSFL HO members and 1 league owner. As a result, 24 votes are needed to for a rule to pass.
1. Remove the MVP, OPOTY, and DPOTY awards from the committee process

2. Update rule III.E.13. from
"If a rookie signs a 1 season contract, they can only sign at most a 2 season extension or other new contract. This includes situations such as a 2 seasons rookie deal with an option on the second season that is used to accomplish the same thing."

"If a player's contract ends prior to the conclusion of their third ISFL season, any subsequent contract or contract extension offered by the player's original team must have a duration that does not extend past the conclusion of the player's third ISFL season."

a. The tiebreaker system for draft picks is as follows: Playoff berth>Head to Head>Conference Record>Point Differential>Coinflip
b. In the case of a tie between three or more teams, head to head refers to the overall head to head record between all teams"

b. In the case of a tie between three or more teams, head to head refers to the overall head to head record between all teams tied. The BEST team will be removed and placed in the draft order, and the tiebreaker process will begin again with the remaining tied teams.

4. Codify the following in the rulebook:
"Head Office reserves the right to deny any player name or render if it is deemed inappropriate or unacceptable. If the player name or render contains a religious figure, currently living politician, violent criminal, sexually explicit material, racist/sexist/homophobic symbolism, or is potentially problematic to the community in any way as determined by HO, it may be subject for review."

Rule Passes
3 Rules have passed in this rule summit. The ISFL ballot rule will be implemented immediately as stated in the proposal, whilst the Universal rules 3 and 4, will all be implemented in the S35 Off-season. As always, its never too early to bring suggestions for rules to your GMs or HO for next season's rule summit!
